oct 2011 - Starting taking aperture scan data

Fixed bug in bpm_get_data.  Bpm type should be BPM_DISPLAY and not BPM_SNAPSHOT.
Also set bpm_frame_num to 0 from 2 and added error reporting for bpm_get_data
call.

fixed number of bpm's from 48 to 51.

fixed start_scan bld_get on event plus delay to stop getting missing data.  Also
added method for shipping data in form that is good for analysis.  Added
timestamp and  sector to position plot.

FOUND aperture restriction after opened interface at SHORT 14.
